The Romanian Railway Safety Authority - ASFR is independent in terms of organization and decision-making, from any railway transport operator, railway infrastructure administrator, applicant and contracting entity and from any entity that awards public service contracts, according to the law.


The Romanian Railway Safety Authority - ASFR fulfills all the attributions of the safety authority defined in art. 3 point 4 and art. 16 para. (2) of OUG no. 73/2019 on railway safety, respectively:

  • authorizing the commissioning of the ground control-command and signaling subsystems, energy and infrastructure, which constitute the railway system, in accordance with art. 18 para. (2) from Directive (EU) 2016/797;
  • issuing, renewing, modifying and revoking vehicle marketing authorizations, in accordance with art. 21 para. (8) from Directive (EU) 2016/797;
  • supporting the Agency in issuing, renewing, modifying and revoking vehicle marketing authorizations, in accordance with art. 21 para. (5) of Directive (EU) 2016/797, and of vehicle type authorizations, in accordance with art. 24 of Directive (EU) 2016/797;
  • the supervision on the territory of Romania of the conformity of the constitutive elements of interoperability with the essential requirements, in accordance with art. 8 of Directive (EU) 2016/797;
  • ensuring that each vehicle has been assigned a European vehicle number, in accordance with art. 46 of Directive (EU) 2016/797, without prejudice to art. 47 para. (4) from Directive (EU) 2016/797;
  • supporting the Agency in issuing, renewing, modifying or revoking the unique safety certificates granted by it in accordance with art. 10 para. (5) from Directive (EU) 2016/798;
  • issuing, renewing, modifying and revoking the unique safety certificates granted in accordance with art. 10;
  • issuing, renewing, modifying and revoking safety authorizations granted in accordance with art. 12;
  • monitoring, promoting and, if necessary, applying and updating the regulatory framework in the field of safety, including the system of national norms;
  • the supervision of railway transport operators and the infrastructure administrator, in accordance with art. 17;
  • the issuance, renewal, modification and revocation of locomotive driver permits, in accordance with Government Decision no. 1,611/2009, with subsequent amendments;
  • issuing, renewing, modifying and revoking certificates granted to entities responsible for maintenance, in accordance with national legislation.

The Romanian Railway Safety Authority – ASFR exercises authority to grant licenses for rail transport, according to ch. III of Law no. 202/2016 regarding the integration of the Romanian railway system in the European space, with subsequent amendments and additions;

The Romanian Railway Safety Authority - ASFR also exercises other specific attributions given in its competence by normative acts, mainly:

  • performs the independent assessment of the adequacy of the application of the risk management process, as well as its result, and prepares the safety assessment report for the applicant;

  • supervises through railway safety audit actions, control and state inspection the economic operators in the railway transport system, in accordance with the European and national legislation in force;

  • certifies the entities responsible for the maintenance of railway vehicles;

  • certifies economic operators who take over one or more maintenance functions of railway vehicles;

  • supervises through audit and inspection actions the entities responsible for the maintenance of railway vehicles and the economic operators who perform the maintenance functions, during the validity of the certificate;

  • grants, renews, updates and modifies locomotive driver's licenses;

  • grants, renews, updates and modifies the declarations of recognition of training centers that provide training tasks regarding general professional knowledge, rolling stock and railway infrastructure for locomotive mechanics;

  • grants, renews, updates and modifies the declarations of recognition of the examiners who carry out the evaluation of general professional knowledge, of rolling stock and railway infrastructure for locomotive drivers;

  • ensures the organization of examinations and the issuance of authorizations, attestations and certificates for railway and metro transport personnel;

  • authorizes railway stations and issues operating permits;

  • authorizes the commissioning of newly built or modernized industrial railways and issues the commissioning authorizations, authorizes the exploitation of industrial railways and issues the exploitation authorizations;

  • regularly compiles records and statistics of accidents and incidents on the railways and the metro transport network and provides statistical data for the National Institute of Statistics;

  • ensures the professional training and certification of advisors for dangerous goods and issues certificates;

  • conducts training courses in order to certify those responsible for the railway safety management system and grants certificates;

  • authorizes public metro transport and issues transport authorizations/licenses for metro train transport operators;

  • prepares an annual report on its activities carried out in the previous year, which it publishes in the AFER Bulletin and on the ASFR web page on the AFER website and sends it to the European Railway Agency no later than September 30;

  • provides applicants with guidance documents regarding the requirements for authorization, certification and attestation activities, according to the object of activity;

  • ensures the operation of a permanent dispatcher with duties to receive and treat emergency calls received through the single center for emergency calls - 112, according to the legislation in force;

The services performed by the Romanian Railway Safety Authority - ASFR are performed on the basis of tariffs approved by the Ministry of Transport, Infrastructure and Communications.
