SUPERVISION

Ensures, in a permanent working regime, the activity of receiving emergency calls received in the 112 Emergency System sent by the Single Centers for Emergency Calls 112 in the country, through which railway accidents/ incidents are reported as well as other facts and situations in relation to activity in the railway field.

Ensures the record of all emergency calls received in the 112 Emergency System.

Operatively informs the state inspector who ensures continuity within ASFR, the duty investigator who ensures continuity within OIFR, as well as the central duty reviewer within CNCF "CFR" - SA, about all emergency calls received in the 112 Emergency System, transmitted by the Single Centers for Emergency Calls 112.

The surveillance audit is carried out during the period of validity of the safety certificate / safety authorization, respectively of the ERI certificate / FI certificate in order to obtain objective evidence, certifying compliance with the requirements that were the basis for granting these documents and implementing freight wagon maintenance system - SIVM / safety management system - SMS.

Audit actions at the railway infrastructure administrator, managers of non-interoperable railway infrastructure, railway transport operators and entities responsible for the maintenance of freight cars - ERI, based on the monthly schedule approved by the ASFR director.

The surveillance activity carried out targets, first of all, the activities that are exposed to the most serious risks or those where the associated dangers are controlled in the most unsatisfactory way.

The stages of the surveillance audit are as follows:

• The pre-audit is the first stage of the audit process through which a series of specific activities are carried out - contact with the audited organization, examination and evaluation of documents, drawing up the audit plan, assigning responsibilities within the audit team and other similar activities;

• The on-site audit takes place at the headquarters and/or at the territorial structures of the audited organization;

• The post-audit is the stage of the audit process in which the audit report is drawn up and submitted and the corrective and preventive action plans are received;

• The follow-up audit is the audit process in which the effectiveness of the implementation of corrective actions is verified.

The surveillance audit objectives are established in accordance with the strategy and surveillance plans, using information from:

• SMS, SIVM evaluation activity;

• Previous surveillance activities;

• Authorization activity for the commissioning of structural subsystems and/or railway vehicles;

• Accident and incident investigation reports;

• Recommendations of the Romanian Railway Investigation Body - OIFR;

• The daily informative notes regarding the non-conformities produced in the railway transport activity;

• The annual reports of the railway transport operators, the railway infrastructure administrator, the managers of non-interoperable railway infrastructure and the entities responsible for maintenance.
